The author spent the greater part of his life in Africa, and his familiarity with international affairs places him in a unique position to see the ever-growing problem in a new light.

He sets out a practical system of segregation which is the burning topic of the day in the Union of South Africa. He deals in turn with the problems of the relationships between White and Coloured, Black and Asiatic, the Eastern menace, the place of Germany and Italy in Africa, and the Japanese position. He includes a short history of African native affairs and policies from its beginning to the present day.
