49 pages, original printed light card wrappers with a new matching paper spine. Library numbers in ink at the top of the front cover, a good copy.

Winston Churchill was appointed First Lord of the Admiralty in 1911. The pamphlet is critical of the reforms he introduced. The third chapter records a sharp and sudden reversion, under Mr Churchill's guidance, to the almost obsolete policy of contributions. The results of this throw-back to conservatism and centralization are before the world. It has dislocated Canadian politics, reintroduced racial differences, and made a British Liberal Government appear as a partisan of one conception of Colonial responsibilities, which Canadian Liberalism repudiates. Incidentally, it has given fresh vitality to our dying differences with Germany; but this, we may well hope, is an incidental and passing misfortune.
