Mendelssohn (Sidney) South African Bibliography volume 2, pages 191: It is stated that " the chief object of this book is to render the position of Her Majesty as Suzerain over the South African Republic intelligible to all" After briefly touching on the early history of the republic, the author details the circumstances under which the first annexation of the Transvaal took place. It is pointed out that Mr. Kruger, though opposed to the annexation, continued to draw his salary as a member of the Executive Council for 8| months after that event took place. In the account of the peace negotiations between Sir Evelyn Wood and Kruger, Pretorius, and Joubert, there is a definition of the word suzerainty, which was asked for and accepted by Kruger. General Sir Evelyn Wood said, "Suzerainty means : That the country has entire self-government as regards its interior affairs, but that it cannot take action against, or with, any outside power without the permission of the suzerain." The volume contains a strong indictment of the Transvaal with respect to its constant infractions of the Convention, and particular stress is laid on the perpetual cruelties perpetrated on the Kaffirs, and the frequent enactments passed against them, expressly violating article 3 of the Convention. The author asserts that " the articles of the Conventions have been openly defied," and he considered that there should be no further delay in forcing the Transvaal to respect her engagements. In the appendix are several letters, telegrams, and instructions to Governors, &c., all having reference to the affairs of the Transvaal.
