Francis William Reitz was the fifth State President of the Orange Free State Republic. He was also twice elected for the position. After his presidency he became the State Secretary of the Zuid-Afrikaansche Republiek (South African Republic), also known as the Transvaal Republic. Five of his sons were in the field during the Second Anglo-Boer War (1899 - 1902), one of which was the famous Deneys Reitz, author of Commando. Apart from his official duties he was also a poet and translator and played a very prominent role in the struggle for the recognition of Afrikaans as a language in its own right.
The letter of recommendation is written in Dutch and reads as follows:
Herewith I certify that I know Mr. F. C. Keyter to be a capable and hard working young man that I would greatly like to see in a better position of employment than the one he currently occupies. For many years his father was my Commissioner at Jagersfontein, Orange Free State, and in that position served the country well.
