4 pages, cream card boards with a photograph of Queen Victoria in gilt on the upper cover and all text gilt, the same commemorative programme printed on blue silk with fringes, also 4 pages, with gilt illustration and text is housed inside these boards, held in place with a red cord.

The programme details the festivities held in Cape Town from 20 – 22 June for the Queen's Diamond Jubilee.

In 1897 the empire celebrated the Diamond Jubilee of Queen Victoria's long reign. Cape Town participated enthusiastically. The city felt it had good reason to do so. The handsome buildings of Adderley Street, the ordered and pleasant suburbs, the busy harbour, the declining death rate, all suggested that a city had emerged of which its residents could be proud.

If there was poverty and unemployment it seemed a temporary phenomenon born of recession on the gold fields. The ethnically mixed population, particularly the Malays with their colourful festivities added an exotic touch which contributed to Cape Town's charm. The celebrations of 1897 reflected this sense of imperial solidarity and order and was the last Victorian celebration before Cape Town was plunged into war.
