And from the Preface "An adequate water supply is the most important Municipal question at present before the people of the Cape Peninsula: without exaggeration it is a matter of life or death to many of its inhabitants ............". The author was the Chairman of The Joint Water Committee and gives a thorough and detailed analysis of the problem.
