It is asserted that the Intelligence Department gave correct information as to the fighting strength and armaments of the Boers, but their numbers were increased by about 15,000 foreigners. Previous to the war the advice of the Commander-in-Chief and other military experts was constantly rejected on the score of expense, and the Intelligence Department was run by Sir John Ardagh and twenty-five officers, while the same department in the German army was represented by no less than 260 men. The writer warmly defends the regimental and staff officers, and deprecates the attacks on the Intelligence and other departments of the War Office.’
