The author may be Louis-François-Henri Lefébure (1754-1840), who authored a 1794 pamphlet, "Constitution de gouvernement pour la nation française," as well as several other educational texts such as "Essai sur l'organisation du monde physique et moral" (A Commercy, de l'imprimerie de Denis, 1806). Rare: I have only been able to locate one institutional copy of this work, via WorldCat/OCLC, KVK search, & NUC Pre-1956 Imprints, which is in the Bibliothèque Nationale de France; I also could find no record of any trade or auction offerings (ViaLibri, Abe Books, Rare Book Hub), nor any other editions of this work.
