By His Excellency the Right Honourable Sir Hercules George Robert Robinson, Baronet —A member of Her Majesty’s Most Honourable Privy Council, Knight Grand Cross of the most Distinguished Order of Saint Michael and Saint George, Governor and Commander-in-Chief of Her Majesty’s Colony of the Cape of Good Hope in South Africa, and of the Territories and Dependencies thereof and Her Majesty’s High Commissioner, etc.

To Doctor Thomas Nicolas German Te Water, a member of the Honourable the Legislative Assembly.

Greeting: —

Whereas His Honour the President of the Orange Free State has invited me to appoint Delegates to represent this Colony at a Conference to be held at Bloemfontein for the purpose of revising the existing Customs Union -

And whereas I deem it expedient that for such purpose delegates should be appointed. —

Nominate and appoint you the said Dr. Thomas Nicolas German Te Water, M.L.A. to be, in conjunction with the Honourable Sir John Gordon Sprigg K.C.M.G., M.L.A., the Honourable William Philip Schreiner Q.C., C.M.G., M.L.A., James Lawrence Esq. M.L.A. and David Mudie Esq. a delegate to represent this Colony at the said Conference. —

Given under my hand and the Public Seal of the Colony of the Cape of Good Hope, at Cape Town, this 13th day of November in the Year of Our Lord One Thousand, Eight Hundred and Ninety Five.

The large red wax seal on the left is the Public Seal of the Colony of the Cape of Good Hope. It features the British Royal Arms, signifying that the document was issued under the sovereign authority of the British Crown, represented at the time by the Governor of the Cape.
