From the Preface: "In the following study an attempt is made to give a synopsis of events in South West Africa during the first ten years in German administration. This period is very little known, and yet is of particular importance. During these years German colonial policy was formulated, and in South West Africa the foundation were laid for the future development of this country.
"A summary is also given of the period from 1880, when the Nama-Herero war broke out, till German annexation. This will give a greater understanding of the problems with which the German Imperialistic government had to be contended in the early years".
