The message is that Germany enjoys food security by importing food surpluses while England (john bull) can only look on, green with envy.
The text reads: Title anteil der lebensmitteleinfuhr deutschland 1938 aus erreichbaren neutralen ländern in prozent der gesamteinfuhr (share of food import in 1938 from Germany to reach neutral countries as percentage of total import),
deutschland erzeugte schon 1938 83%seines lebensmittelbedarfs auf eigenem boden! (Germany in 1938 produced 83% of its food needs on its own soil!)
der verbleibende einfuhr bedarf kann im wesentlichen aus leicht erreichbaren,jedem blockadezugriff entzogenen landern gedeckt werden, (the remaining import demand can be met from essentially easily accessible countries, but blockaded to prohibited countries, ie England),
