In 1912, or twenty-five years before he wrote this book, Dr Leipoldt was appointed Medical Inspector of Schools in the Transvaal, and he writes about the post-Union foolishness that decided that primary education, health and roads - arguably the most important of people's needs - should be delegated to the Provinces, rather than national responsibilities, when the Provinces, too, had limited taxation powers to fund these important portfolios

Despite its 84-year-old age, the copy itself is very good overall, with no defects to the (rare) dustjacket (except that it is price-clipped), the binding, the endpapers, or the contents, which are complete (see images)
- Leipoldt was one of South Africa's most prolific writers; apart from medicine and education, the subjects of his published books, in both English and Afrikaans, include the Anglo-Boer War, novels in both languages, children's books and, perhaps most notably, food, including recipes, and wine, including his landmark book 300 Years of Cape Wine
