The Government of the Cape Colony was responsible for only two so-called "Native Locations - one in Maitland, Cape Town, and one in New Brighton, Port Elizabeth. The senior MPs on the committee of enquiry, who included the Prime Minister, were very sympathetic to the many complaints of the residence and proposed a large number of improvements. An outbreak of bubonic plague was reported in Port Elizabeth after the first four meeting of the committee, and this problem was added to the committee's terms of reference. xvi pp of the committee's report (in English and Dutch) and proceedings + 121 pp of minutes of evidence + 1 p appendix.
The first and last leaves of the text are sunned. The new green card cover, photocopied in black from the first page of the report, has derived discolouring. It is drawn to the side-stitched text-block. Material missing from the foot of the appendix page affects 9 lines of text. The copy is otherwise in good condition.
