The terms of reference are;

'place names within the Union of South Africa appearing in the Appendix to the Post Office Guide and in the Railway Guide, including proper name appearing in the list of the Road Motor Service.'

'its chief aim is to provide guidance with regard to the orthography and the spelling of South-African place names within the Union and South West Africa , and more particularly as regards official names, ie the names of townships, agricultural holdings, motorbus halts, post offices and railway stations'.
