Presidential signature, James Buchanan & Howell Cobb : customs port of Wheeling, Virginia 1858.

Document appointing Andrew J. PANNELL, surveyor of the customs for the port of Wheeling in the state of Virginia, March 1, 1858; signed by President James Buchanan, counter signed by Howell Cobb, Secretary of the Treasury; embossed seal.  

Obviously worn, chipped along edges, soiled, darkened, splits and old tape etc.  AS IS.  Apparently removed from her scrapbook, remnant of another Virginia document adhered on verso. Folds and old paper tape crisscrossing back.  see images for details.
