Van Riebeeck Society First Series Volume 3.

This is the report of the commission sent to the Cape in the critical years between the two British occupations. The purpose of the report was to decide on the future government of the Cape, but it ranged widely over social, economic and political conditions of the Cape at the end of the 18th century. De Mist was appointed Commissioner-General in 1802 when the transfer occurred.
