'When the Mandate for South West Africa was allocated to South Africa by the League of Nations in 1919, the Union of South Africa became the effective authority in a vast country with a history of turmoil and bloodshed.
How progress was brought to the Territory is shown by the fact that the population, which had decreased from 22,000 to 224,000 in 34 years between 1885 and 1919, more than doubled itself to 526,000 in the next 40 years.
In this book Prof. Bruwer tells how peace and progress were achieved through sound administration. But also traces the coming of the various peoples to the Territory and the internecine wars which were the curse of that unhappy country. He concludes with the dispute between the United Nations and South Africa over the Mandate, which culminated in the submission of the dispute to the International Court of Justice at The Hague, where Prof. Bruwer was called as a witness.' - editor's note
