Afgevaardigden moeten gekozen worden by meerderheid van stemmen.
Aan gekozene afgevaardigden moeten duidelyke instucties gegeven worden om juiste getal van elk commando dat sy vertegenwoordigen op te nemen zoodat zy my voor de byeenkomst verslag kunnen geven van getal paardenruiters en voetgangers van elk commando, ook de toestand wat betreft slachtves, graan enz.
