Having assumed responsibility for its Black citizens the Union of South Africa had presented the legal profession with the difficult task of combining the tribal systems of justice, which had operated from time immemorial, with Western systems of justice as incorporated in Roman Dutch Law. The need for a consolidated set of Acts and amendments gave rise to this volume. The matter is discussed in the Foreword by General JBM Hertzog, then Prime Minister of the Union, who points out the importance of considering the needs of people in the diverse population of the country.
