The select committee was appointed to investigate the Cape Colony's possible annexation of British Kaffraria and "the desire said to exist among some of the inhabitants of a few of the frontier districts to be separated from the colony".
The report ran to only a few lines: "That regard being had to the extent of this colony, as it is, and to the form of its constitution, it would . . . be highly undesirable to enlarge its present limits, by annexing or incorporating British Kaffraria."
There followed a further 12 pp detailing the proceedings of the committee and no fewer than 175 pp of evidence, oral and written.
Yhis important document outlined the direction the government of this part of the present Eastern Cape would follow for some years. The pages are uncut. There are brown stains on the front cover and the title-page, with the rest of the content unmarked and undiscoloured.
The same Saul Solomon did much of the government printing work at the time and his company printed this report as well.
