On 12 August 1969 the Secretary-General of the United Nations, U Thant, sent the South African Minister for Foreign Affairs, Dr Hilgard Muller, a telegram with the text of a resolution of the Security Council adopted on the same day, calling inter alia for the Government of South Africa to withdraw its administration of Namibia before 4 October 1969. The contents of the telegram are printed on p 1 of this document, which then reproduces South Africa's 49 pp reply, dated 26 September 1969, followed by a 65 pp annexure.

Muller asserted (1) that the League of Nations had granted a Mandate to South Africa to administer South West Africa, (2) that there was no legally binding finding on whether the Mandate survived the League, (3) that, similarly, there was no legally binding finding on whether the League's Mandate had devolved on to the United Nations, and (4) that South Africa would continue to administer South West Africa in the spirit of the principles laid down in the Mandate.

The rest of his reply deals with events during life of the League; the creation of the United Nations on 24 October 1945; the parallel existence of the League and the UN until the League's dissolution in April 1946; the lack of any automatic succession of the League's functions; South Africa's 1945 delaration that it would not place South West Africa under United Nations trusteeship; and subsequent resolutions of the United Nations.

The annexure reported on the state of play in South Africa's administration of the various functions of government of South West Africa in terms of the principles of the League's mandate.
