The scope of the book is set out in the introductory note:

1. Some early proclamations date from the time that parts of the country were occupied by Union troops.

2. After 9 July 1915, when the territory was surrendered to Union troops, martial law was in force.

3. With the Treaty of Versailles, which came into effect on 10 January 1920, Germany surrendered all rights to the country.

4. The Mandate for South West Africa was issued by the League of Nations on 17 December 1920 and from 1 January 1921 civil government replaced martial law. (The text of the Mandate is printed early in the book.)

5. Before the Union was concerned with South West Africa, its affairs were regulated by German law, some of which remained in force at the date of this volume.

Three long appendixes listed (1) the Union Statutes that applied to South West, (2) the local German laws not expressly repealed, and (3) regulations issued under South West Africa proclamations.

Half-bound in brown calf and brown cloth-boards, black-lettering to spine; plain endpapers, sunned; errata sheet inserted before title-page; tightly bound despite minor cracks before title-page and at back endpape; xxiv + 968 pp of text and index, printed on light stock.

The contents are complete, unmarked and undiscoloured, making this an excellent copy.
